The Utility Management Consultant will be responsible for providing guidance and expertise in various aspects of utility management. Additionally, this role will support ongoing organizational planning and resource needs work with municipal utility clients. This is an opportunity to work in a collaborative team environment where personal contributions and teamwork are valued.

Expectations and key responsibilities:

  1. Project Delivery -
    • Support development of a broad array of client deliverables related to utility management consulting including; policy development, levels of service, scenario planning, organizational improvement initiatives, stakeholder engagement, affordability studies, program evaluations and strategy development.
    • Discipline Lead for utility assessments, development of staffing and utility evaluation reports, and organizational effectiveness audits. Support change management efforts driving successful implementation of new processes, technologies, and organizational structures.
    • Serve as part of a project leadership team on a variety of utility management projects helping to lead a team of project staff, review project work in areas of expertise, coordinate with technical leads, and support project management and client communications .
    • Participate in strategic planning, sharing expertise, establishing program and utility goals.
    • Participate in current and future staffing gap assessments, utility formation and policy creation, feasibility studies, change management, loan/grant identification and support, capital improvement analysis and planning.
    • Project management; serve as project manager where appropriate, coordinating project work, providing the first point-of-contact for the client on project issues, monitoring performance and quality.
  2. Business Development-
    • Collaborate with local and regional project and client services managers in the identification and development of utility workforce, organizational reconstruction, and third-party staffing audit sales opportunities.
    • Identify upcoming business opportunities, position for upcoming RFPs, and support or serve as sales lead for opportunities.

Minimum Skills and Experience:

  • Bachelors of Arts (BA) degree in business administration, organizational development, or related field.
  • A minimum of 8 years' experience; preferably in project delivery, with 3+ years' experience in consulting for water and wastewater municipal clients creating and delivering utility management business practices and programs.
  • Experience and proficiency in MS Word, Excel, Teams, PowerPoint, Project, and Power BI.
  • Strong quantitative and qualitative analytical skills.
  • Ability and willingness to travel to and support our ongoing projects or attend conferences across the United States. Estimated travel - up to 15%.
  • Experience working in the utility sector, particularly in water and wastewater utilities.

Desired Skills and Experience:

  • Strong municipal utility organization structure understanding.
  • Strong leader, able to develop relationships with internal project and client management staff and external municipal clients, able to influence organizational changes through project delivery.
  • Strong communicator, able to provide effective verbal and written communication to internal project teams and Municipal Client staff management.
  • Ability to translate consulting experience to achieve BC's growth objectives.
  • Ability to see market drivers that intersect with utility management solutions to creatively grow our core and key clients.
  • Ability to successfully deliver projects in a collaborative fashion and interface with internal local, regional, and national technical resource practitioners, as well as mentoring staff to further develop the discipline.
  • Strategic, critical thinker with a willingness to develop effective client relationships.
  • Understanding of the municipal staffing environment and impact to client growth and business strategy.

Salary Range:Theanticipatedstarting payrange for this position is based on the employee's primary work location and maybemore or lessdependingupon skills, experience,and education. These ranges may be modified in the future.

Location A: $94,000.- $128,000
